Cannot Continue after completing Act 3 Cruel Campaign

I finished the end of my act 3 cruel campaign yesterday before logging off. Today when I started playing, my character has been returned to the past instance of Utzaal, cannot portal or fast travel to other Acts or locations. I can only travel between nearby locations on foot and when using the waypoints there is no toggle to initiate fast travel. I am on Xbox and my character is Level 68.

Edit: I am able to use waypoints in nearby locations reachable on foot from the past version of Utaazl and return to fast traveling normally. However I am unable to use my portal in some cases now. Something seems wrong and I am not sure what is going on
