why i cannt use all weapon set? is a bug？

I dont know why cannt use the remained 8 skill pionts. I cannt click any more even if I have click the arrow to allocating pionts to the weapon set I. any one can tell me? or its a bug？

You need free passive skill points to allocate weapon set skill points.
For each free passive skill point you can allocate one weapon set 1 and one weapon set 2 skill point.

Only if you have allocated yet points into one weapon set, you can allocate into the other weapon set up to this points without needing more passive skill points.
