Flask charge generation is not applied properly

Since I just posted about the stutters when using flasks, might as well talk about the charges not generating properly.

So basically, with all increases and charges generated per second on gear and tree, I should be getting around 7-8 flask charges per second, I believe I do get them over time, but not PER second. If I watch my flask charges go up from the least I can get it to,

I see it go:
(every number increase = a second has passed)
5-7-8-16-18-25-33-41-43-50-52-60-61-63-71-72-75 (max is 75)
I have video with it if needed

See how inconsistent that is? My only assumption is that decimals are weirdly buffered until they can count as a full charge, yet that doesn't explain why the charge generation suddenly forgets the increases on some seconds.

ggg if you need more stuff to find the problem just ask me I can record, respec, etc. Any time spent on this is worth for me because my build is bug capped at the moment.

Here are my charge generation stats for maybe some clue on what is going on.
flask 0.25
belt 0.17
ring 0.3
tree 0.2
alchemist boon 0.23

so 1.15 raw per sec

with
jewels: 80% increase
tree: 208% increase and 50% more
gear: 30% increase

Supposed total: 7.2105 charges per sec
Effective generation per sec with bug: 4.375 ch/s or 4.6875 ch/s assuming it went to 80 charges

Please fix this and stutter on flask for the 5 manly pathfinders out there ty !!!!

GGG, please address this issue as it is very impactful to Pathfinder trying to use concoctions in boss fights!

GGG, the flask passive gain amount is bugged, or capped at 0.2 charges per sec.

I have a belt with 0.17/sec, the flask gains 0.25/ sec, and in my character panel shows only 0.2. I try any talent or other items on that gives passive charge gain for Mana flask or Flasks, nothing happens, it is capped at 0.2, with Glowswarm Lazuli Ring (0.25), nothing happens, removing everything, the menu shows no info. Only belt on, 0.2 capped.

With Alchemist's Boon on, it shows 0.4 (boon gives 0.23)
+ Talents: 2x Flask charges gained (15%) + Cautious Concoctions (15%).
Nothing happened, 0.4. Removed belt, 0.2.

The math is absolutely not working with item bonuses, or any CAP on this modifier is not clear to have.

GGG, boss fights are not that fun this way.
This is confirmed. Flask calculations in general are bugged and not working correctly. For example, flask charges gained is not calculating correctly in the character sheet. Also, when you kill monsters the increased flask charges are not granting the correct amount per % increased.
