Speed modifiers on waystones

What's going on with the modifier for increasing attack and movement speed on waystones?
Monsters just jump out of the edge of the screen and kill you in a split second. It doesn't look like a simple 30% speed increase on 15th tier map, more like 900%.
There's basically nothing you can do, it's more like counter-strike than an RPG, except your character can't move or shoot that fast no matter how fast you react.
