SKILL GEM SCREEN WITH THE VIDEOS - LAGGY/SLOW

My skill gems are bugged. When I open a skill gem, switching between skills is very slow/laggy.

Exiting a skill gem causes a pause/stutter.

I cant upgrade skills.

I used a level 16 gem on a level 14 skill and the skill gem was consumed but the skill did not level up.

I have tried removing all of my skills , my gear, verifying files on steam.

I uninstalled the game and reinstalled on a different hard drive and unfortunately the issue persists.

The issue is across all of my characters.

Please, help. lol
