Iron Reflexes Bugged or Disabled?

Saw a couple other, older posts with similar issues but mine is slightly different and I figured I'd repost for visibility anyway. I MAY be missing something here, but after respeccing a couple of points to grab Iron reflexes, I saw no change to my evasion rating or armor rating. Relogged and both remained at the same value. respecced again to remove point in Iron reflexes. confirmed changes. relogged. respecced point BACK to Iron Reflexes. same results. relogged. same results. Anybody else?

Update: I can also no longer remove the point in Iron reflexes from the respec interface. lol
