Stormweaver & Chronomancer Talent Swap

TLDR: Move the Arcane Surge talents from Stormweaver to Chronomancer and the Cast Speed talent from Chronomancer to Stormweaver. I realize its not 1 to 1.

Let me start by saying i am BY NO MEANS a good/knowledgeable player. I decided to make a Choir of the Storm crit based build a couple weeks back. I experimented with Stormweaver first before creating a Chronomancer as my second attempt seeing if i could improve it. I noticed in almost every scenario that Stormweaver was superior. But then i realized that even outside of Crit based builds, Stormweaver is just flat out better because of the Arcane Surge/Mana stack talents. You can effectively outpace the entire talent tree of Chronomancer with simply the Arcane Surge talents in Stormweaver and mana stacking. That means Chronomancer is worse in not only Crit based builds, but also Mana Stack builds. With the game in its current state, there isnt much that can be played in Chronomancer that rivals Stormweaver. If you do move the Arcane Surge talents to Chronomancer, then you can have very powerful defensive builds with Life Recoup + Mind Over Matter which could be an issue. The upside is that it would clearly define the two ascensions. Chronomancer being better for mana/life based builds and Stormweaver for Burst DPS/ES builds.
