80% less critical strike chance?

Hi Guy's
I'm quite new to this game and trying to get to grips with the basics.
I've built my main character using lightning damage, shock nova in particular.
Its now up to 8K to 32K lightning damage, no problem with any other wand but if I use "Reverberation Rod Spiraled Wand" it adds - 80% less critical strike chance? in the tabs below, this is not mentioned in the wands parameters. Just wondering what I'm missing.

It prolly a build enabler

You will give up all critical damage to get something else.
Is that the one with built in spell echo...
So you double cast?

"Socketed Gems are Supported by Level 10 Controlled Destruction"

Controlled Destruction provides more Spell Damage in exchange for 80% less Critical Chance.
