Utility Belt does not work for Orb of Chance

Hello,

after hours of grinding to find myself finally a https://poe2db.tw/us/Utility_Belt to have a chance to get the Unique version of https://poe2db.tw/us/Ingenuity, i was buffled that the Orb of Chance did not work at all and it said : Item cannot increase in Rarity.

So i ask now if its maybe a bug or is it intentional to not get this belt this way ?

Orb of Chance can only create Uniques that can drop anywhere.

As the unique belt Ingenuity only drops from a particular boss fight, Orb of Chance cannot be used to acquire it.
