Legacy of the vaal quest not completable [fixed]

The legacy of the Vaal quest says I need to speak to Doryani, but when I try in the refuge he doesn't have the quest dialog. So I can't start running maps on my second character.

I don't know what made it work, but after I logged out once or twice it didn't work.
But now after I ran a few maps on my first character I could start maps.
