Quest Bugged/The Mad Wolf of Ogham

So I finally beat the dang boss. Was super excited to progress on to Act 2 except I can't complete "The Mad Wolf of Ogham" quest. I am at the step where it says -Travel East. It says to speak to The Hooded One to continue on. There's no quest marker above his head. I've exhausted every single dialouge option he has at Clearfell Encampment. Speaking to him at Vastiri Outskirts does nothing either. I am all out of quests besides this one and I'm just stuck at this point. Can anyone help? I know this isn't all that paying $30 was supposed to get me lol.
