Cant use Weapon Set 2

My Weapon Set 2 has a weapon which i can only use with my weapon set 2 skill tree. I dont have enough strength if im on weapon set 1. When i use weapon set 1 and use a potion, the weapon from weapon set 2 gets taken off. Only after switching to weapon set 2 and use another potion its get on again.
