9800x3d and 3080 45-50fps?

Cannot for the life of me work this out, the game will not go above 50fps it's like there's a hardcap stopping it, does this on dx12 and vulkan and I've changed every possible setting, dx11 the frames are way higher but it stutters like crazy. Anyone had this and been able to resolve? Game is pretty much unplayable atm :(

I have a similar setup as you. 9800x3d + Asus Tuf Gaming 3080 10gb, 64gb ram 6000mhz and i have 170-200fps on Ultra.
I suggest updating your drivers, check active applications while playing PoE2, monitor temperatures (check for throttling).
