Help understanding advanced vs expert

Hi,

I'm having troubles wrapping my head around this advanced vs expert thingy on items. Shouldn't Expert give higher stats than advanced and normal ? Why do I have exactly the same boot base, 1 as expert and 1 as advanced, same level, and the advanced base can give more stats than the expert ?

As you can see in the image, the advance base can give a max of 149 HP as opposed to the max of 19 on the expert base.

How does this work ?

The Expert item has higher base stats: in your screenshot, the Expert item has 63 ES vs. the 48 ES on the Advanced.

The better base item doesn't guarantee better modifiers. Better modifiers have higher level requirements, and by extension require a higher item level to appear--but the best modifiers can roll on worse bases as long as their item level is high enough.
