Jarngreipr Gauntlets - Skill requirements bug

Hi, the Jarngreiper Ringmail Gauntlets' unique modifier (strength can satisfy other attribute requirements for melee weapons and melee skills) has been working fine until level 9 skill gem upgrade. Here is what happened and the QA I did:

- Couldn't upgrade Ice Strike or Tempest Bell to level 9, getting the warning "Can't upgrade due to support requirements"
- I removed the support gems, still doesn't work
- After removing the skill gems themselves from the skills panel and attempting to create a new level 9 skill, all of a sudden it works > used jeweller's orb for the 3rd socket, inserted it back in into the skill panel. Works fine
- In conclusion, in order to have a level 9 skill, I have to unequip the desired skill, create a new skill gem with the desired level, add 3rd socket, and get it back into the skill panel
- Also noticed a lot of other melee skills that I can upgrade or create a new one (in the quarterstaff panel) can be added or can't, it's random. For example Staggering Palm cannot be created while Hand of Chayula can. Just as an example.
