It keeps showing Rate limiting active. You must wait 120 seconds.

I bound to the wrong gmail at first, and wanted to change to another gmail, but it kept showing Rate limiting active. You must wait 120 seconds. After waiting for two minutes, it still didn't work. Finally, it changed to Rate limiting active. You must wait 3600 seconds.How do i fix it?
