Rattle Sceptre Bug - Missing the Grants Skill no minions

Purchased an end game sceptre using my only divine but the sceptre is bugged and wont give me minions, tried restarting the game.

I had this happen today as well. To get the plus minion skill to work I had to equip a wand in my MH slot, unequip my shield, swap the rattle to off hand, turn all my summons off and use the skill the wand granted, then everything got its +skill buffs again. Swap rattle back to MH and reequip shield and rest my summon counts. Hope this helps.
