Skill assignment not working

After changing the weapon set for the "Tempest Flurry" skill for my monk on the PC version (Steam), the UI is bugged and the skill can no longer be assigned via Drag&Drop.

When switching the bugged/leveled "Tempest Flurry" with another (new) "Tempest Flurry", the key assignment works again. So it seems the item is bugged!

Anyone experiencing the same problem?
