Prefix / Affix Tier Tool Tip

Please tell players what tier they have rolled as such: T1 of 12.

Currently there is no way to know if the Tier you rolled is good or not. Some modifiers have 12 tiers, while others have 7... etc.

Please fix this so people can actually understand what's good or not in this game... I don't understand why the developers are so terrible with this stuff. How long has this game existed?... geez.

It would be nice to get this right this time around. The game is exhausting enough as it is.

also if tier 1 was the best instead of tier 13 on some mods and tier 6 on others it would be a lot less vague.
