Stormcaller arrow bug report - doesn't shock

Hello, i recently started using a build with stormcaller arrow and it seems that even though the bolt lands on the target it won't get shocked even after lots of arrows. I have no pierce on my equipment or passive skill tree. Anybody has the same issue?
