[pOE2] Sound effect bug that multiplies and eventually lags out my game

i was re-specing all my passives and was almost finished taking them all out when i hit confirm the sound effect from doing so played but this time it was in a very fast loop and got worse and worse to the point of lagging out my game

i reloaded the game put all my passives in and all was normal until i turned my attention to my support gems and upon removing one of them from my skill the game sound effect bug occured now it happens everytime i try to move a support gem send help

i do have footage of the bug so contant me if you can help at all or want to check it out IGN CRYS_IN_BLOOD_MAGE

EDIT. My character seems to get a werid fuzzy aura around them when this bug occurs also

EDIT 2. this is only happening on the character that it originated from none of my other character i can replicate it on
