Game crashing - Unplayable

It started In act 2 cruel, suddenly whenever I try to use a Mana or Health Potion, the game makes a loud and Jingling Noise, and Frames Drop to 0. I have to log out or exit game in order to make it stop. Then I continue playing without healing.
I level up - same thing happens, Constant Jingling and frames drop out to 0.
I change a piece of gear. Same again,
I change a Skill Gem. Same again. I use an uncut skill gem. Same again.

Basically the game dies if I try to do anything to my Character.
