Can’tcomplete Act 2 Cruel ascension…

I have a level 59 Ranger at the end of Act 2 Cruel but can’t get the relic required for ascension to drop. The quest just says ‘Travel to Traitor’s Passage but I have cleared the entire area multiple times including the boss who initially drops the relic. The quest changes to ‘Search Traitor’s Passage’ when I get there but I have killed everything there multiple times and still no relic…I can’t progress.
