Random lock of 50 FPS

I will play the game one day with no issues 200+ fps and then next day after a restart, the game will lock in at 50fps. I have tried multiple things on my end, drivers, settings etc. and cannot figure out the issue. Ive ran the validation of the game files through steam and no issues.
