XBOX Series X - Can't Equip Bow as Secondary Weapon

I'm playing a Mercenary and I cannot equip a bow as my secondary weapon. I can equip other weapons as secondary weapons but not a bow. The game will let me equip the bow as my primary weapon but not secondary.
