PoE2 Severe Network Stutters

Specs:
CPU - AMD Ryzen 5 5600X 6-core
RAM - 4 8G Corsair Vengeance LPX DDR4 DRAM
GPU - Nvidia GeForce GTX 1650 Super

Every few seconds I am experiencing severe stutters. Textures animations still run smoothly such as environmental effects, but my character as well as enemies are stuck in place. Below is a screen capture of the issue.

I ran WinMTR and below are the results. During the test, the stutters got so bad that the game kicked me to the character selection screen.

I am in Winston-Salem, North Carolina and I am connected to the Washington DC server.
