POE2 : Failed to Initialize

Hey everyone, I just built a new PC to play Path of Exile 2, and while it runs other games without issue, I’m running into a problem with POE2. When I try to launch the game, I get a black screen with the error message: “Exception: Failed to Initialize.

I’ve already tried a few things based on some Google searches:

Changed the compatibility mode to Windows 8

Ran the game as an administrator

Verified the game files (which completed without any issues)

However, I was unable to find the "packcheck.exe" in the folder, and I'm still stuck. I really just want to play the game, so any help would be greatly appreciated!
