Corrupted +1 Level Skill Gem Bugged

I cannot imagine that this is intended so I'm posting in bug report. Gem corruption +1 level does close to nothing to the skill, and does not function as if it's actually adding a level. I am not sure if this is the case just for the Skeletal Sniper skill only, but this seems to warrant either clarification on whether or not this is actually intended, or fixed if it was not intentional.

Here is a regular 20 level gem +20 quality(although quality does not change dps for the skill and is irrelevant). Total skill level is 30

Here is a corrupted 21 level gem +20 quality. DPS went up by 90, which is less than 1.5%. Total skill level is 31

But here's what happens when you use +1 skill level gem on 20 level gem, making it the SAME 31 level skill. DPS goes up by over 1100.

As seen as above, gem corruption +1 level is adding nearly 0 value to the skill and despite having the same skill level, it is not providing equal skill level when compared to +1 skill level from item or gem.

Please address this issue.
