Can't claim Epic Games EA Key due to country restriction

It looks like the key that was given to my account is region locked and can't be redeemed by my friend in South America.
So i've got a total of 3 EA keys to claim and start playing the new POE 2. Two of them (Steam and standalone versions) were used by me and a friend of mine, both of us from Brazil.
The third one is available to claim only in the Epic Games Launcher and it can't be redeemed by another friend of mine (he's located in Brazil too), because he gets the error code 4046 which is the one that says: "This code can only be used by accounts in specific countries. Please use another code or contact our customer support."
I've tried to contact Epic Games support and got a response that I should contact GGG support.
He tried to claim the key in the Epic Games Site and the Epic Games desktop app.
