Cannot recreate horn

There are several posts about recreating the horn and players stuck. I am now stuck there with my second character. Had ruby and had the horn, turned in quest and rewarded only with a lvl 13 skill gem. I've re-killed both bosses and they no longer drop the Materials to "recreate the horn".

Is there a way to reset these quests or what? I'm not spending HOURs recreating a character because of a game breaking bug. Need a resolution with all the other similar forum posts complaining about it.
