passive skill tree is broken can use skill points

i did a reset and now i cant use all my skill points and now im able to just click random skills and activate them i know the color for each so i know im not doing that one wrong and im able to use 7 passive skills then it locks them and i cant use the last 3 on each for set 1 2 and demon form
