Ignite does not benefit from Fire Exposure

After much testing with flame wall, incinerate, and solar orb it is clear that the ignites from these spells receive zero benefit from fire exposure.

It's normal that Elemental Penetration does not work for Ignite, it says right in the tooltip, but by that same tooltip Exposure should work as it directly impacts an enemies ability to mitigate the hit that causes ignite.

For the spells that do not hit, and "hit as though" they deal fire damage, this debuff is ignored in its entirety for the ignite calculation, but still takes enemy fire resistance into account.

This leads to situations where despite the UI saying you've removed all fire resistance and even shoved it deep into the negative using large amounts of fire exposure, you are dealing next to no damage compared to your usual ignites with these spells.

Testing Methodology:
Enter cruel executioner boss arena
Precast incinerate until stage 8
Position self so that beginning of cone will hit boss, end of cone will miss (to avoid funkiness with burning ground).
Stack to 50 fire exposure and immediately stop casting when it gets there after boss becomes vulnerable
Run away, count damage.

After 25 attempts with no exposure nodes specced, the average damage of this method was approximately 7100, with variance within 200 damage.
After 25 attempts with Exposure Effect x2, Overexposure, and Cremation specced (bringing total exposure from Incinerate from 50 to 87), the average damage was still approximately 7100, with variance within 200.

I used similar testing methods by attaching the fire exposure ignite gem to other spells and then casting until I get several ignites from Flame Wall and Solar Orb both with and without exposure.

I do not know if standard ignites from spells that CAN hit are equally affected by this bug, the variance from hit damage caused the recorded values to be all over the place, but it seems a safe bet.

Bumping for visibility.

Ignite is a core part of fire as a damage type in this game and the fact that one of the only effects to make it workable is entirely nonfunctional makes the entire idea laughably bad.

This bug even makes incinerate as a spell a complete non starter.

was this resolved? and are you saying, monsters inflicted with fire exposure have no higher chance to ignite?
