problem with my account

I bought the game on Xbox and I play from there, I linked my Xbox account to the poe site but it doesn't show my character there, nor has it given me the points and it says that I don't have the right to play on PoE2.
They also gave me a key for Steam, I activated that too but there it also tells me that I have to pay again
I really don't know what went wrong and what else I should do
