Quiver error message - You cannot use this Item. Its Stats will be ignored

I am playing a Ranger (now lvl 29), any quiver that I equip has a red error message underneath the title stating - "You cannot use this Item. Its Stats will be ignored" - I have all of the relevant stats to correct level and am using a bow equipped in the main weapon slot - This is the same for a second quiver in slot 2. The issue seems to happen when I level any quiver above basic magic item with more than 2 properties. Is this a known fault or have I done something stupid with my build?
