Drop Rate and crafting bug

I'm not sure what's going on but I've had multiple instances of having waystone drop rate at over 500% between the waystone itself and precursor only to have 0 to 1 drop on an entire map. I crafted 3 Sceptres yesterday and got the exact same rolls on all 3 Sceptres, numbers and all, that's astronomically improbable leading me to think something is bugged about my rates, or something, I'm not sure what it could be but it's frustrating to go days upon days upon days with nothing meaningful dropping or crafted.
