Endgame after Campagne Curel

I have the problem that I can't get to the endgame. After I defeated the final boss in AKT3 Cruel and teleported back, I came to the cut scene. Woke up in the temple talking alone. I wanted to go to the altar to put a waystone in and it worked. When I want to open the map I get the message that the endgame is only available when you have finished playing the campaign. I am therefore urgently seeking help on how I can solve this problem or is this a bug perhaps?

I am experiencing the same issue in hardcore. I even did some mapping in endgame with a previous (now dead) character. But after defeating Act3 Cruel Boss, I can't access the maps due to the same error message.
Would be cool to have some sort of passives/main quests index, similar to /passives in poe1.

Nevermind, turns out you can't use the map device in your hideout for the first map. You have to activate it via the map device in the refugee. After that you can start using your hideout's map device
