server cant handle temporalis armor and lightning bolt cooldown

Temporalis removes the 0.5sec cooldown on lightning bolt, making bloodmage high crit doing like many lightning bolts from spark due to many crit procs.

But the server cant handle it. Please fix, cant use the build cause server keeps crash. Make lightning bolt lowest 0.1 sec or something. I want to use temporalis for fast blink but cant use my lightning bolt build, now my bloodmage is super weak.
