Infernalist Demon Form life loss rounding issue

The Infarnalist Demon form states that you loose 0.5% of life per second per Demonflame.

It seems like the life loss from each stack of Demonflame gets rounded up to 1 hp lost per stack per second if the players max hp is lower than 200.

Ex. by investing heavily into reduced max life I got my max life down to 32, based on the ability description I expected a life loss of 0.16 hp per stack per second, which with my 126 life regen should let me reach almost 800 stacks.

in practice my life starts to go down at 127 stacks. i.e when number of stacks went over my life regen.
