Hand of Chayula curse Values with Quality seem off

I encountered something unusual which doesn't seem like it is supposed to work like that

Hand of Chayula(20% Quality which should increase Curse effect by 10%)
32% reduced effect of socketed curses

Hypothermia (20% Quality which should increase Curse effect by 10%)
-33% cold res

On Enemies it showed -22% Cold res (0 Qual on Chayula and Hypo)
-25%(20 qual on Chayula)
-29%(20 qual on Chayula and Hypothermia)

So it seems like the 10% increase effect of both Gems don't get the Hand of Chayula 32% penalty
