(Voltaic) Mark uses dynamic aiming even if focus fire is on (general controller aiming problems)

Steps to reproduce:
1. On PC, use a controller. (I have not tested on other platforms or with other control methods)
2. Turn on 'focus fire'
3. Equip Voltaic Mark (I haven't tested with other marks)
4. While facing a group of enemies, try to apply the mark. Notice that the highlighted enemy is not always the one that receives the mark. The target may be in a crowd, or off the screen. Note that even if the target is nowhere visible or the mark isn't applied, the casting cost is still deducted.
5. Turn off 'focus fire'.
6. Try to apply the mark again. Note that the mark will appear over the highlighted enemy. The enemy may not be the nearest or most practical target, but it will be highlighted.

This is a subset of all controller aiming bugs. Controller aim is not reliable, whether in focus fire or dynamic aim modes. Some abilities will fire in the direction of movement rather than at the highlighted target. Target selection using dynamic aim is often one of many creatures in a crowd and not the nearest or deadliest enemy. Trash mobs will often steal focus from the boss.
