Illuminated Crown Passive doesnt work

Illuminated Crown Passive isn't providing any additional energy shield from equipped helmet.

I've noticed it's giving some ES but it seems not to get scaled by %ES? My helm has 150 ES but the node only increases my total ES by around 100 despite having over 200% increased ES on the passive tree.
