skill gem bug ringing sound

hello, recently encountered this bug when i slot or unsocket any gem. it just suddenly makes a loud ringing sound which sounds like a repetitive pinging of the sound the the gems make when you socket or unsocket them in the slots. when the sound and the bug happens,i cannot resocket the gems that i put out anymore.this also happens when i level up. also, my character seems to appear glitchy when this happens. im not sure if any other players have experienced this i hope someone can help me, as i cannot play the game due to this bug. tried to uninstall and re-install the game, but still not fixed. tried updating drivers and reinstalling them, still did not fix. tried logging into a different computer, but still the same. seems to be an account attached bug... hope anyone can help me.
