Mouse wheel occasionally still zooms in with zooming disabled

As per the title occasionally my camera still zooms in while using the middle mouse wheel as a button. Occasionally while using it as a button I accidentally scroll the wheel one way or another. This zooms the camera in or out. To combat this I changed the setting in Options -> UI -> Mousewheel Zoom to disabled. It mostly works like this however it still rarely zooms in which is frustrating during tense moments.
