Evasion Rating Discrepancy

My evasion rating shows 8747 on the Character page, but when I'm looking at the skill page, it says my evasion rating is 3700. When I display details on an evasion rating increase node for example, it'll show that my ER is going from 3700 to 3895.

Any idea why there's this discrepancy? I feel like my evasion rating in game is closer to 8747, I'm not getting hit that much, but the numbering difference makes it hard to determine what ER bonuses I'll be getting as I'm exploring the skill tree.

This has nothing to do with additional bonuses to ER like Winddancer because when I disable it, both numbers go down.

I noticed that it goes even lower when I update some nodes from DEX to STR. All my gear and skill requirements are still under the DEX I have when I do this.
