all characters lost cant play on PC

I purchased the game on xbox. played since launch, i recently purchased a pc and went to link all my accounts together. now i can no longer access my characters i made on xbox nor can i download the game through steam, which is also what my account is linked to. i like the game i just dont understand how this happened when i purchased a pc and just tried to access my account on the pc.

log into path of exile 2 on xbox
create a new character
as soon as you can go back to character select
press R3
switch to the 2nd account
