Quest "A Crown of Stone" Step "Find and activate additional Ancient Seals"

I was playing with another two people. One of the folks activated an ancient seal while my other friend and I were back at town. When we returned to the instance, the seals were all activated, but our quest had not progressed.

We're going to try and reset the instance and re-complete the steps, and I'll post back here if that works. However, for now we are stuck.

Resetting the instance by traveling to work on something else in another area and then coming back with a different host allowed us to re-complete the shrines and fulfill the quest step.

This is still kind of an annoying bug, but at least there's a work around.
