"Buffs" to low-level uniques

I was under the impression, from what was stated in today's video, that uniques were being buffed specifically to make them feel better to level with. I'm unsure how further reducing the cast speed on an item such as Doedre's Tenure accomplishes that, considering that's likely the biggest impact of the item (the reduced cast speed) that low-level characters have to contend with when deciding if they want to wear it. The added ES and intelligence don't offset the newly added cast speed reduction, for probably the majority of leveling casters.

A spell-damage-based build that hypothetically doesn't care about cast speed obviously won't be bothered by the additional cast-speed reduction, but that's a more niche thing, and that doesn't seem to line up with the stated goal of making this item generally more desirable to level with, for more players.
