I cant refund or spend passive points

I refunded all the points on my witch for the second time today. On the second try I hit a point I couldn't refund and now when i try to spend a point my screen makes a loud DINGING noise like im picking more passive's and then crash's the game. please help I cant play my lvl 70 infernal witch!
