Is "Increased Damage With Hits Against Enemies That Are On Low Life" working properly?

I have 250% increased damage against low-life enemies from the Passive Tree, but I can't see the difference in damage I am inflicting after the enemy's HP is below 35%.

It doesn't say it's a "chance", so it must be 100% for every hit.
And it is 250%, so I should see a lot bigger chunks of health removed, right?

Is anyone else having this problem?

How noticeable it is depends on how much other increased damage sources you have that are applicable to that damage. Every increase is additive. More damage is multiplicative.

Some extreme examples. First, low increases, only 50% increased from other sources and 30% more.
(1 + 0,5) * (1 + 0,3) = 1,95 damage multiplier

On low life:
(1 + 0,5 + 2,5) * (1 + 0,3) = 5,2 damage multiplier
So more than double.

If you have a lot of other increased damage sources that apply, lets say 1000%:
(1 + 10) * (1 + 0,3) = 14,3 damage multiplier

On low life:
(1 + 10 + 2,5) * (1 + 0,3) = 17,55 damage multiplier
About 20% more damage.

That said, it could be bugged, I don't know. But I also don't know how much increased damage you have.
