Cant Instill Corrupted Amulets.

I was trying to instill a corrupted amulet, but when i right click the required distills, it opens the instilling box option. once i place the existing corrupted amulet, it adds the option for "Tainted Oil" but the game does not have tainted oil at all. That was a feature of POE 1? So i am confused to how to instill a corrupted amulet when there is no tainted oil in the game? I thought its a bug and i should report to GGG. Thanks.
